LRA,Govt sign Pact Published: 20/02/08

The Ugandan government and the Lord’s Resistance Army (LRA) have signed a landmark agreement on how to deal with war crimes committed during the 21-year insurgency in northern Uganda.
The agreement was signed late on Monday in the southern Sudanese capital Juba, where talks have been going on for 19 months.

“We have agreed that severe crimes committed by the LRA during the war will be tried under a special division of the High Court in Uganda,” said government spokesman Capt. Chris Magezi.

PARLIAMENT is probing the hasty erection of transmission masts by Warid Telecom, a new mobile telecommunications company that recently broke into Uganda's tightly controlled telecom industry.

DALLAS (AP) — Long-hidden items and documents related to the 1963 assassination of President John F. Kennedy were revealed for the first time Monday, after spending nearly two decades locked inside a courthouse safe.

Dallas County District Attorney Craig Watkins presented the articles at a Presidents' Day news conference while standing next to brown and white file boxes stacked in a pyramid.

The items include a purported transcript between Kennedy assassin Lee Harvey Oswald and Oswald's killer, nightclub owner Jack Ruby; a leather gun holster that held the weapon Ruby used to shoot Oswald; brass knuckles found on Ruby when he was arrested; and a movie contract signed by then-Dallas District Attorney Henry Wade.

The Government has spent sh198b over and above the approved budget for the financial year 2007/2008, said finance minister Dr. Ezra Suruma.

Presenting the supplementary budget requirements to the NRM caucus, attended by President Yoweri Museveni, yesterday, Suruma said a total of sh9.45b extra was spent on MPs’ allowances, particularly for travels to their constituencies. “The shortfalls are a result of the increase in mileage rates for murram and tarmac roads,” Suruma told the MPs at Hotel Africana in Kampala.
